They can simply have access to any player owned cars that are parked illegaly, then they drive it to there impound lot and then they use the the command /repo. That will lock the car to the LSR. IF a car owner wants there car back they have to IG, find a member and ask for it. The owner will meet the LSR member and pay a fine of 10-15k Depending on how nice the LSR member is. The LSR member will simply unlock the gate, go in and get the car and unlock it AFTER the money has been payed. At no time is a non LSR member aloud to let anyone inside the gate. Even if it a Cop. No one is aloud in accept the LSR or an ADMIN.
